Yes, under-reporting of crimes against women in India is a huge problem, I think even more so than any "source" reports. 80% of India's population lives in villages and slums, where practically no violence against women is reported. Even in urban, upper-clbutt settings, rapes are most often hushed up for fear of the family's reputation being tarnished. You know that, of course, but choose to feign ignorance. How often have you heard of an Indian wife filing a rape charge against her husband? Have you ever heard of an American town sentencing a woman to be raped by the town's men as punishment for her digressions? I'm not saying this is the norm, but at least have the grace to acknowledge that there is a world of difference between women's rights and treatment in India versus the United States. I frequently hear Indians in the US refer to the Bronx when the subject of Indian slums are brought up, as if one Bronx(which, btw, is at least "middle clbutt" in plantay terms) equates all the slums of India. Indians have this clbuttic persecution paranoia when it comes to acknowledging their own shortcomings, and therefore have a harder time in dealing with them.
