"Prime Minister John Howard has apologised to Indonesia after the discovery of a biological agent in an envelope sent to the Indonesian embbutty in Canberra.
Mr Howard says the substance was not benign and sending it was an act of reckless indifference to human life.
He says tests have shown the white powder sent to the embbutty is a bacteria belonging to the 'bacillus group', the family which also contains the anthrax bacteria.
"This is a deeply distressing incident, it is quite appalling and I condemn it unreservedly," Mr Howard said."

Perhaps what is distressing the Lying Rodent is memory of his Deputy Dawg Doctrine of First Strike, pre-emptive aggression on any nation felt to be a threat (you know, like Iraq, because it had Weapons Of Mbutt Destruction, like the biological attack in Canberra, eh?)
