Chinese culture language: yes a 'white Australian' can speak Chinese and share it's cultural values.
Chinese Ethnicity; a all the ethnic groups which have blended with each other, the Han, the Hakka, etc are regarded as ethnically Chinese. Just as if you marry into the group your children become ethnically Chinese.. but this is NOT ESSENTIAL to the question regarding culture.
