Yes I am - but we are not talking about Chinese, we are talking about Europeans and aboriginals.
But on that point - the Chinese work much harder than Europeans to gain an education, that is why it is perceived they are more intelligent.
Their social environment expects them to be educated while our social environment expects us to be f***ing football players or super models.

Try reversing the role and see how the outcome would change.
Aboriginals have more pigment in their skin due to environmental evolution, not because of their level of intelligence.
So what you are saying is that an aboriginal child brought up from birth in a white environment would automatically be unintelligent, but a white child brought up form birth in an aboriginal environment would be of much higher intelligent than the culture that raised him.
Nothing to do with the cultural environment of their upbringing - the simple fact is that all aboriginals are stupid and all Europeans are smart.
