When the Afghan warlords were told there was a bounty for rounding up and handing over anyone who had been 'Taliban' they were not too fussy about who they collared.
One thing was eventually noticed in the processing centres though, the Afghanis seemed to be under-represented among those handed over, and any foreigner was in the poo.
