The 'ecological footprint' changes as soon as technology changes: implement breeder reactors wich can not only create more fuel than they consume but can also destroy all long term nuclear waste and the 'ecological footprint' changes.
The footprint would also change if other technologies could be succesfully implemented: hybrid cars or solar photovolaics.
The perverse thing about the 'ecological footprint' is that it punishes nations and peoples that have controlled their populations and organised their societies so that they can enjoy abundence and prosperity.
My mother and father had only two children and so did most of their generation becuase they thought it was responsible and becuase it had become an enormous struggle to provide and raise more: why should I now be forced to live as if they had left me in an overcrowded and irresponsibe country such as India and China. My parents, my 'people' left a well organised,well resourced non overcrowded land to us. Mao for instance promoted and got a mbuttive population increase for reasons of demographic 'mbutt power' this irresponsibe action has now led to the one child policy but also a mbutt emigration to Australia.
