Look to the Indonesian politician's son, who was with her the night of her arrest, and the possibility of bribes paid and favours redeemed, not necessarily involving Leslie at all.
Downer would clearly be concerned about such revelations because the Indonesian reaction may produce more draconian dealing with any future Aussies arrested for drugs
