Parishioners surveyed on abuse fund

By Sarah Brett The Belfast Telegraph Monday, August 29, 2005

A priest in Londonderry is surveying his parish on how cash should be raised for a controversial fund which compensates victims of paedophile priests.

Father Michael Canny has asked a team of researchers from the University of Ulster to confidentially canvbutt those who worship in and financially support St Eugene's Cathedral on how the parish might "meet its obligation" to the Stewardship Trust Fund.

The move follows a double scandal in the diocese earlier this year when it emerged that Dungiven curate Fr Andy McCloskey was allowed to become a love abuse counsellor despite facing two serious loveual allegations and paying a £19,000 out of court settlement to an alleged victim.

Within weeks it was also revealed that Bishop Of Derry Seamus Hegarty had on one occasion channelled money from parish contributions into the Stewardship Trust Fund without telling parishioners.

In a bid to allay widespread concerns of a lack of transparency, Bishop Hegarty called on the clergy in every parish to consult with people on how they might contribute to the fund in the future.

The Derry Diocese, along with all other Irish dioceses, is committed to contribute £1m over the next five years to the fund for victims of clerical child love abuse.

For the parish of St Eugene's this requires a contribution of approximately £40,000 over five years - around £8,000 a year.

"Due to the sensitivities surrounding the topic I believe that an extensive and independent consultation is necessary," Fr Canny said yesterday.

"As this is the first consultation of this nature undertaken in our parish, I do not take this step lightly but, given the many and differing views, I believe this to be a useful way to get an accurate and independent understanding of views.

"At the cathedral we are perhaps more in the public gaze so I wanted to make every effort to be open about this. I have the Bishop's full approval."

Six fundraising methods are listed in the anonymous survey asking people to tick the options in order of preference.

These are: a 3% levy on Sunday collections, interest from savings, gift aid, voluntary collections, one specific collection a year or a combination of the above.

It also asks parishioners to note if they object to any of the suggested methods.

The survey was posted out on Friday and will take a month to complete.
