I wonder? That's a very blanket approval, requiring the targets of offensive material to respect those who target them.
Should Jews have respected the Nazi cartoonists who stereotyped them in the 1930's?
I won't go looking for examples, I'm sure they exist on the Net, but most people know the part that propaganda played in the rise of Nazism.
That propaganda played an important role in the Divide and Conquer strategy, reinforcing stereotypes which lead to fearsome persecution.
There are some real issues when it is The State which is the most 'free' to speak, it already has it's own 'information' apparatus, is frequently the largest purchaser of commercial advertising as well, and often represents the same elites who own the media. I am always less comfortable when the targets of media satire and ridicule are social minorities, many of whom have no ready access to reply, rather than the shibboleths of power, who have close links to the populist media.
