Have to agree with you Gary for once as I was in the Government IT at that time and I made a lot of money as I worked all day and night. The best solution for Y2K would be replacement of obsolete IBM mainframes running Cobol etc. with Unix servers or Microsoft based PC Network, but that would mean lost of commissions paid by IBM to Ministers and Senior executives in the Government so it was out of question. There was never any danger of Y2K on the most of the recently developed systems. Y2K was invented by IBM losing the share on the IT market to keep it. Bill Gates become rich because IBM was sleeping too long.
Regarding Lucas Heights, this is another useless insbreastution wasting taxpayers money and poluting the environment. If Lucas Heights is real person target, the cheapest woud be to close it, extend rubbish tip there and fill few meters of rubbish over it. We are already importing everything so why not medical radiology item?
