At the UN, the US presented a list of 13 proposed measures that included the authorisation of international inspections of cargo to and from North Korea and the blocking of illicit financing activities, such as counterfeiting. Hu Jintao, China's president, took a measured approach in his telephone conversation with George W. Bush, the US president. Mr Hu said no actions should be taken that would lead to escalation or loss of control of the situation and urged caution, dialogue and negotiation. Mr Bush said he had spoken to the leaders of China, Russia, South Korea and Japan and that they agreed that North Korea's actions were "unacceptable and deserve an immediate response by the United Nations Security Council". Mr Bush accused North Korea of having already provided missile technology to Iran and Syria. Shinzo Abe, Japan's new prime minister said the development consbreastuted a "serious threat that would transform in a major way the security environment of north east Asia." Roh Moo-hyun, South Korea's president, said his government was "losing its momentum" for continued dialogue with North Korea. Mr Bush has issued stringent warning to NKorea but the international critics and analyst calls that president has very little option as he will have to depend on the international leverages which needs dialogue, neotiation statemanship to bring peninsula at peace.
