So really the AUP with Hotmail limits technical uses of the account.
So if all this guy is doing is sending individual emails to people who have posted their email address on the internet, such as journalists and so forth, then he hasn't breach the Policy.
I would check to see whether his account was hacked into. Thats what seems to have happened.
And with regard to his claims that he was targeted because of his anti-zionist positions there is evidence to support that. Have a look at this article:
