In response to a question about a health proposal, he said that if the Government adopted that policy it would be as dead as Mr Brogden's political prospects.
Quizzed about whether the remark was appropriate, Mr Abbott says he has never claimed to be the world's most sensitive person.
John Mendoza from the Mental Health Council of Australia says Mr Abbott clearly does not understand mental health issues.
"For him to use an attempted dissolution and politicise it is appalling," Mr Mendoza said.
"It just really demonstrates that he does not know these issues, he doesn't understand them.
"He doesn't want to take responsibility for them and we think it's time that he take a very different view of mental health issues."
Mr Kennett said Mr Abbott's remarks were "at best insensitive, and doubly so because they come from the senior politician charged with the responsibility for health issues and particularly for issues relating to mental health and depression".
Opposition Leader Kim Beazley said: "Tony Abbott has to think about his position and John Howard has got to think about Tony Abbott's position as well."
