Wondering why
This is true, and obviously everyone already knows and KNEW this and the failure is in the managing of the money beforehand, when everyone KNEW that a cat 5 would put the city under. The failure to provide the funds necessary to shore up the levee is entirely the administration's fault.
Actually, I thought it was because of tide-floods, the buildings were inhabited. They were rather old and had tremendous historical value. Why would someone put that kind of history at risk, knowing full well the value of the city as a port and tourist attraction as well.
There was so much in the news about the possibility of a 5 in the years before. The head of the engineers agency made it very clear in interviews that the administration knew and made a business decision not to strengthen to the degree of level 5 protection. Might not have been such a far-fetched flight of imagination.
It was a bad business decision and yes the administration should be blamed
