You never defend anyone - look at Kuwait - you waited until Saddam had wasted the country and then you went in and blew the rest up to chase Saddam home. With that sort of promised defence from the USa, Iraq would have been better to have nuked itself! Of course you would let it happen.
Quite simply, if Saddam had had WMDs then the obvioust time to use them would be when his country was under attack and was losing. Sending the non-existant WMDs across the border to a country that might well use them against Iraq at a later date would be totally yank brain dead!
