It's true that a government need not have the same culture as the people to have legitimacy. However.... it is a requirement that the government represents the people (in all situations). For a govt. to represent the people it must also represent and protect the culture of the people to be democratic. Otherwise it is opposed to the people and invites rebellion. Apart from that you've got it right.
I'm trying to tell people that if they elect an external government that does not have the same culture and therefore the same biases as them, then they have betrayed themselves and the situation will be detrimental to their interests. That they will not be happy with the outcome and finally that they will rebel and seek an indigenous replacement as is happening in W. Papua now. When I say the same biases, I mean also the bias of centrality; where the indigenous people are central to the determinations of the govt.

British IS a cultural idenbreasty. Australia (a legal British enbreasty) was founded by the British. Australia was governed by the British until 1901. We were all British citizens until 1901. The Anglo-Saxons and Celts were united under the Crown as one nation. For centuries these people built an empire that was the epitome of culture and power. The Anglo-Saxon and the Celts each kept their own cultures as they saw fit. That is our cultural idenbreasty. It is inclusive of both unity and diversity under the Crown. A situation which persists today in Australia, Canada, the UK, and other nations. There are 18 million entries from Google under British culture.

Yes I noticed that and disagree with it's usage on cultural and legal grounds. The correct usage should be that the UK describes all the old countries except the Rep. of Ireland. Whereas Britain should pertain to all the British Isles incl. Ireland.
