Such a mentality concludes that South America is the USA's economic "sphere of influence" (originally butterted via the Monroe Doctrine). Europe believed that by merging its previously independent nations it could make a similar bulk claim to Africa, sub-Saharan or otherwise. (Why do you think there is so much bitter rivalry between Europe and the USA today? Why do you think Europe remains keen to incorporate the Middle East - while Australia shows signs it could be about to move in the opposite direction?)
What did that leave the other claimants for colonial status? China (under Mao) tried to wrest South America and Africa from such buttignment by extra-legal means. What better way to pacify China and bring it on board with the other colonial powers than to award it a similar 'Southern Territory" of its own?
That is how the rest of the book-educated world increasingly views Australia - as China's equivalent to Africa or South America. The predominately Arab Middle East, has been left only Africa north of the sub-Saharan bit - the bit they have already dominated much longer than the USA even heard of California. Not surprising the Arabs now feel left out and, like China in the 1970s, feel the occasional urge to revert a few city blocks to 'terra nullius' within the territories of the neocolonial club that has left them out of the latest colonial carve-up of the world. Probably the former 'Middle East' also suffers the academic stigma of being perceived increasingly as the 'Middle South', since their 'North', already being part South, makes it too hard for educated New Northerners to work out whether persons of Middle Eastern appearance should be seen as colonial or colonist.
