"The Australian market provides ample evidence of what can be achieved through strong compebreastion. There, wholesale margins, transport costs and retailers' margins total A8c(40c), 6%-9% of pump prices. In SA, these total 86,87c-, 15% of the coastal petrol price. Why the big difference? "On a pretax basis, Australia has the fifth-lowest petrol and diesel prices of any developed economy, due in large part to the intense compebreastion in the market," says a recent report from Caltex Australia. Apart from dismantling an outdated and protectionist system, government could also look at innovative ways to ease the burden of high prices, particularly on the poor. The Australian state of Queensland has had its fuel subsidy scheme in place since 1997. The subsidy of A$0,084(41c), funded out of national government general sales tax receipts, is paid to service stations and currently yields a reduction of about 7,5% in the price motorists pay for fuel. Additional subsidies are paid to retailers in remote areas to cover higher transport costs. Bulk fuel users, such as Queensland farmers, mines, construction companies, public and other transport providers, are buttisted by another method - the energy grants credits scheme. "
