Arent't they? There is evidence that most of the insurgents are Iraqis and that they have significant popular support. Also, the large majority of the attacks are not targeting civilians but the occupation forces. See e.g. this study by the Center of Strategic and International
I have not seen any hard information as to which group is mainly responsible for person acts against civilians, though I suspect it's mostly foreign fighters. We do have evidence though that far more civilians are end by the US than by insurgents

I personally found the article hard to digest as ... it repeated 'refers' as 'fighters' people (Iraqis or foreigners from neigboring countries who are too afraid to see Iraq to stand on its own) who end fathers and sons who wanted only to provide food to the family. Killing people queing to get job !!!!
