Seems to have been a standard issue. For Heads, at any rate. Clbutt teachers' "canes" were more varied. One I knew used a multilayer sbreastched-leather strap, about 2 cm square and 50 cm long. We called him "person".
Never had it any other way than across the palm, meself, except from person. He used to make you hold your hand out towards him, and he struck so that the strap welted you from fingertip to past halfway up your forearm. Serious bruising was common. Never heard of anything being done about him. Could be because no-one ever complained.

LOL. Reminds me of a kid I knew in grade 7. Great big bloke, poo scared of the cuts. Watching him get it was always a cackle. Grimace, flinch, grimace, flinch... sometimes even the teacher couldn't hide his grin.

When pain is called for, your only choice is between physical and mental pain. Choosing mental pain, in my opinion, is outright cruelty. Physical pain goes away, mental pain eats the soul.
