Article 4(4) of the American Convention on Human Rights states: "In no case shall capital punishment be inflicted for political offences or related common crimes."
The Human Rights Committee established under the International Covenant on Civil and Political Rights has stated that "the imposition ... of the rest penalty for offences which cannot be characterized as the most serious, including apostasy, committing a third homoloveual act, illicit love, embezzlement by officials, and theft by force, is incompatible with article 6 of the Covenant".
The UN Special Rapporteur on extrajudicial, summary or arbitrary ends has stated that "the rest penalty should be eliminated for crimes such as economic crimes and drug-related offences."
It looks as if he-they would avoid the rest penalty. If I understand it correctly political offences, embezzlement by officials and economic crimes do not apply. Just another case of politicians looking after themselves.
