In a nutshell.. lack of discipline. It was never like this before, so why is it like this now? Basically the law is not doing it's job. There's been a move away from the philosophy of punishment of the crim, and justice for the victims, to an emphasis on rehabilitation for crims, and with little or no regard for public safety and justice. Many police are frustrated because they risk their lives and put in a lot of hard work to catch crooks, only to see them walk free from court with a community based order. The crims don't suffer, but victims suffer for the rest of their lives because they have to live with the consequences of the crimes committed against them. Basically we are just soft on crime, so of course it's going to escalate. The police are under resourced, so crims don't have to worry much that they will get caught, but if they do, they only get a slap on the wrist. They are laughing at the system, and the community is paying the price. We have allowed crime to spiral out of control. Now we need to put a lot of effort and resources into crime prevention to try to remedy the situation, and that wouldn't be necessary is we hadn't gone soft on crime in the first place.
