The pbuttengers should stay at the hotel at the expense of the airline company and if you wish to sight see you can do so under the local laws. All pbuttengers will be informed of the local laws and customs so in the case of my mother as you refer, she will have to stay at the hotel with their limited resources.

I have gone through Changi airport and took the exact same flight QF-010 that NTV would have taken. I also made a run for it in transit because staff tickets issues and I was late and have found that I have had no problems with the security staff. I obey as to their instructions and if you are okay with that they can easily sense that.
A good hypothesis is that NTV gave out conflicting body language when he initially saw the scanners at the terminal and the customs officers smelt that and took him aside and therefore found the injection. The story was that he was late for his flight because he slept and terminal C20 (normally housed QF-010) is very much far away.
