So many people have died already, nothing worse can happen than is happening right now. On the contrary, it is more than likely that most of the killing will stop far sooner than it will with foreign troops there. Not only that - there is *nothing* they can do to prevent what will happen, any more than they could hold back the tide of nationalism in Vietnam. They can only make it worse for everyone by staying.
