It wasn't. The policies that made Australia what it was were policies of bringing together, of making what unites us acceptable and what divdes us frowned upon fair go, trade unions, centralised wage fixing, doctors and labourers wearing stubbies and thongs - they're corny but 40 years ago they weren't, "the test for white Australia in the country was started by a chinese bloke.
People came from all over the place yes but they came into a place where it was said "if you have poo from where you have come from don't bring it here and don't f*** us".

I agree that we have always had cultural difference to deal with. People came and come from different places.
But that isn't an argument to say that we do nothing to influence how that plays out, or that we can do nothing to influence how that plays out. Or that we should do nothing to influence how that plays out. Or that people themselves being bought together were not keen to make sure differences were put to one side in favour of unity.
I mean what do you think Federation is all about?
If your view is correct we would have seen states breaking up into units of self idenbreasty - wouldn't we?

Late 70's early 80's seems to be the key period my memory comes up with. Seems to be supported by the list of legislation. Not a complete list but a quick search seems to be pretty conclusive to me.
