Becuase the penalties for drug smuggling are so high smugglers try and slip drugs into unwitting tourist luggage. This can occur in Australia or in Indonesia. It can even be carried out by baggage handlers.
I've got a friend who found drugs slipped into her handbag at Indonesian customs. She informed her tour tourguide who simply dropped it in a bin and said nothing. (Indonesian love western tourists: family and friends have to supply bribes to supply presents)
