I am a Christian. We give our money for the love of Christ. It is not your 'right to have', it has cost our saviour dear and it is given in love. It has been earned with His rest. Christian children have turned out their pocket money, old people have given up their life savings, families have given generously and communities have worked endlessly, all in the love of Christ and no sooner had this disaster happened than they were endlessly at work for the next, never ceasing in prayers and love.
This has nothing to do with the Catholic faith or Pope, why so you try to make is so? The world wide Christian church (catholic means universal BTW) is made of thousands of denominations, Methodism, CofE, Baptist, Pentecostal and so forth, to name but a few of the thousands.
The work of the Red Cross has been recognised for many generations for its valuable work since 1863, and World Vision is working in many countries at the same time, not just Sri Lanka. They are not responsible for rebuilding the whole country, £14 million is not actually a lot of money against the enormity of the project. Houses are not built overnight either. In many countries charities have to work through governments and then lesser officials, and this is after they have carried out planning at a local level.

Tell me about the outcome of fundraising closer to home.
Were you aware that some Asia countries have legislation which prevents charities being set up quickly. (Possibly legislation which has arisen because of past corruption or a general mistrust of one another) Hence, there will be cases of towns and villages having to sit and wait for a few years to help whilst government officials carry out the paper work.
Go seek someone who will pray with you to rid yourself of this evil spirit you have within you, in the name of The Lord Jesus Christ. Seek His forgiveness. If you cannot do this, then be silent unless you have a greater love of your own to bring into the world and into the lives of the suffering.
