Tax bludging is a product of the complexity of tax laws. Reduce the complexity and you will reduce the bludging.
One of the major sources of complexity is the "progressiveness" of the tax system. Different rates for different incomes and income sources.

If I were dictator of Australia that would all be swept away. I'd insbreastute a flat tax rate to be applied from the first dollar earned. I would provide "social justice" through the social security system, not the tax system.

I believe very strongly that there should be equal opportunity, but I do not believe the government should attempt to ensure equality of outcome.
A person who labours 90 hours per week in a small business should get precisely what s-he earned, minus a flat tax. A person who labours for 20 hours a week as an employee likewise. Both should be topped up to an agreed minimum standard of household income by social security.
I'm afraid I have no contact with those determining policy at the present time. I doubt there would be an attempt to "hop into" workers however. Haven't you heard? There's a shortage of send workers at present. Hop into them and they will move on. The free market in action!
