RM: You will get a decent response because those Council executives would not risk damaging their careers and risk losing their huge salaries by ignoring a polite request to correct the situation within a reasonable time after you supply convincing evidence.

RM: As an expert in the reproduction of all sorts of 2-dimensional images I can tell you that the 'transparent layer' idea is false. The only things that a transparent layer could do to photos is cause objectionable flare or perhaps Newton rings in the image - even if reasonably high vacuum (or pressure) was used to maintain contact during exposure in a scanner or for a copy camera.

If you place mages on a website, anyone can copy them by: (a) Downloading them from the web page by clicking on them and selecting "Save as". (b) Moving them out of the temp folder where they reside in a computer after the web page is loaded. (c) Doing a "screen capture" with a program like Gadwin (one keystroke captures the monitor view). or On Macintosh computers - Press Apple-Shift-3 to capture the whole monitor view.

If you want to partially protect digital images which are to be displayed on a web page or sent by email: * Photographic method -- Lay a sheet of clear acetate over the image BUT with an extra image on it, such as "copyright" then photograph it. * Scanning method -- As above * Digital alteration -- Open the photo in a good program like Photoshop, and then place some text or another image on top of it. Obviously this is done with a COPY of your master image.

The clear acetate 'overlay' film can be "imaged" manually with a felt tipped pen or via a laser printer (or perhaps some of the cheap desktop printers).
