Resided at Goulburn, New South Wales. Unmarried. Religion: Church of England. Occupation: Tailor Notes: Also recorded as Arthur Barratt. Served in NSW Contingent to China 1900-1901

So a search of the China contingent (Boxer Rebellion) might turn up something.

This site has some Australian uniforms of Boer War vintage (around 1899). Select Australia then Pre WW1 and Boer War. (won't help with the colour though). Browse around there may be something on the Boxer Rebellion.
