You can't order a birth certificate for NSW births prior to the introduction of civil registration in 1856.
You can however in some cases get the Registry office to issue a copy or transcript of Early Church Records that they hold for baptisms, which sometimes include birth details, however the NSW index does not show an entry for the details you show for John Hicks, snr.

If there was a volume number shown this provides you with the opportunity to either look-up the entry yourself at no cost, provided you have access to the widely distributed NSW Archives Kit containing these early Church records or have a transcription agent do it for you at low cost or get a copy from the Registry, the most expensive option.
