You did well up to you guess referring to "most likely Newcastle".
In my experience when it comes to genealogical matters unless you are fairly sure it is better not to offer such advise as it can lead to somebody being mislead and potentially unnecessary expense and time wastage.
The closest cemetery to the former Stockton Mental Hospital is the Stockton Cemetery, adjoining the Hospital site.

The Newcastle City Library web pages used to have Stockton listed but it was withdrawn due to some errors being inclused in the database.
Subject to that caution the database showed: Surname - George Given name - Catherine Date - 03, October, 1924 Grave Location - CE-1318 Age - 33
