The "local" telephone directories ARE the whitepages - there is only one residential Telephone Directory for Australia - Telstra White Pages (Yellow Pages for additional Commercial Telephone Directory entries). They just produce a subset for each region in each state from the full directory. Both the Thornbury and Footscray West entries would be in the Melbourne (Metropolitan) Directory as they are suburbs of Melbourne. Similarly the Lewisham one would be in the Sydney Directory as it's a suburb of Sydney.
I just noticed that there are two "R LOMAX"s in the New South Wales Regional directory - one at Aberdare and one at Rylstone. Did you check both Metropolitan AND Regional entries for each State and Territory? Metropolitan only gives entries for the capital city of each State and-or Territory. Regional gives all other (country) entries for each State or Territory.
