By your description, what you have is, literally, a 'Returned from Active Service Badge', which is not a medal as such, but which was issued to former soldiers who had served on active service overseas and who were honourably discharged from the AIF. It's main purpose was to identify the wearer as such in an era when able-bodied men of military age not in uniform were frequently victimised or at the very least disparaged by those their fellow citizens. In later years, possession of a RAS Badge became a fundamental eligibility criterion for membership of the RSSAILA, the forerunner of today's RSL. It also signifies that the owner was eligible for a whole range of repatriation benefits, preferential employment and so on.

These days, the modern RAS badges are issued by the parent service of the individual concerned, when they become eligible by fulfilling the requirements for veterans' benefits as laid down in the Veterans' Enbreastlements Act 1986, whether they have been discharged or not, which is usually something like 30 days on the posted strength of a unit allotted for service in a war zone, eg Afghanistan or Iraq. For the RAAF, they will normally be issued with the relevant campaign medal.

I don't know how you will find who the badge was issued to, and it may well be virtually impossible. I know (because I used to be in charge of the relevant section) that, for the RAAF, the number of any RAS badge issued is recorded on the individual's personal documents. However, as far as I know, there is no corresponding register of RAS badges recording the details of the individual to whom a particular badge was issued. I can't speak for the Army's practice (or for the RAAF's since I left that job back in the late 80s).
