Gill has explained the sponsor and the AOS pretty well I think. The best way to think of it is that the sponsor is the person who wants to bring you to Australia-usually a relative. that person should feed and clothe you-that's what family is for. However there are no consequences if they don't.
The butturer is like an insurance company. If you claim social security they promise to pay the government back. They can be anyone-not necessarily a relative. The sponsor and the butturer may or may not be the same person. they are completely separate obligations.
Subclbutt 137 and 138 are different clbuttes. That means you can't apply for both in the one application. However, apart from that they are quite similar. The difference is that the 137 is state sponsored and the 138 is sponsored by a family member. There is also subclbutt 136-unsponsored and 139-sponsored by a family member in a designated area. 136 and 137 must be applied for onshore the others must be applied for offshore.
As you can see there are different permutations depending on your situation. If you have relatives here then go for one of the family sponsored.
As for state sponsorship, it depends if that state wants your skills. For most occupations on the list it's not usually a big deal-that's probably the easiest part. Best to decide where you want to live before investigating this one I think.
