I would go ballistic if they did any such thing to my eldery mother. There is absolutely NO excuse for losing documents once they reach the relevant DIMA office. I'd e-mail the second Manager again, giving him-her 7 working days in which to find the original application and backdate it. I would also tell them - as a promise, not as a threat - that unless I receive the required confirmation, I will complain to the Minister, the Ombudsman and to the Australian Press, without further reference to the manager concerned.
If you play hard-ball with them, they won't like you but it might get results. I agree with Visa Bureau too. It is nonsense to hire a dog only to be told to do the barking yourself. I'd threaten the Manager but I would also threaten the Agents with a complaint to the MARA unless they get on to this Manager themselves, TODAY, and get you the results you are paying these Agents to provide for you.
I really would get TOUGH about this. It can be an unfortunate truth that you have to be prepared to shake people out of their sleepy, smug complacency in order to get them to do what they are paid for.
