I would like to see the following changes *if* the citizenship is extend to 4 years.
1 - Give PR's the access to HECS-PELS. It was available before - for the first two years and then if you did not get your citizenship in two years - you lost out. I would like to see it being offered now coz four years is too long to wait to study further. More often than not, the person will stay back and contribute to the society, rather than go back to their home country after getting free education. They could exclude costly courses like medicine etc from this rule.
2 - Make RRV's more flexible. Well, give PR's 5 year RRV's after a years stay in Australia or something. Anything. Make it more easier to travel back home. Not just a 3 month RRV.
3. Make the extension (citizenship) to three years rather than 4. Sounds OK to me.
4. Give consideration to people who are on spouse visa's. Asking them to wait for 6 years is a bit too much, really. And while we are at it, how about a concession for overseas students who have studied for two years in Australia already ???!! Maybe thats pushing it too far....:-))
