They can't 'make' people move anywhere. They can offer visas but it's up to individuals as to whether they choose to apply or not. Given that many migrants are leaving behind comfortable lives overseas.
The jury is still out on the SIR visa. For most people from a professional-managerial background, moving to a regional area (even Adelaide) on a restricted visa is likely a recipe for a significant downshift in life. And it's still not clear how the states will react when they realise that many SIR holders are working in semi send and clerical occupations - will they still want to sponsor those people for STNI?
Those with jobs in *real* demand in regional Australia should generally forget about SIR and look at the ENS or RSMS visas which give immediate permanent residence. Or look at an STNI visa if job is on a state skill shortage list.
As to what might be in the pipeline, it seems clear there's little or no chance of the pbutt mark coming down - we can probably see more initiatives like greater expansion of the MODL, promotion of the ENS-RSMS option and maybe some tweaks to the points test to give more points for targeted areas like spouse skills or Australian work experience.
