Not written in blood but you should get 10 points as both occupations are for IT professionals. So the main buttessment from DIMIA will be whether you have been working at the "professional" level. So the duties of the last 3-4 years are important as you need to show that you were a send IT professional at the start of the experience that you are claimimg the 3-4 for 10 points. So if you have an IT degree gained prior to this period, no problem. The ASCO states that you require a degree or 5 years experience to obtain the required skill level. So in the absence of an ACS buttessment (which is not compulsory) DIMIA will buttess this.
As an example, if you have a non-IT related degree and got into IT 6 years ago as a trainee, then after 6 months were promoted to systems designer, then 12 months later you you were promoted to Systems Manager. Another 12 months sees you as Network Administrator for the last 3 and a half years.
A good argument could be put up, in view of your career path and obvious skills progression, to claim that you were a send IT professional 3 and a half years ago and claim the 10 points. It would be open to DIMIA, although a bit harsh in the example above, to find that you would not have achieved the required skill level until 5 years after you started in the industry and only recognise the last 12 months as send experience - just scraping you through the 12-18 requirement and landing with a big splash into the Pool.

In all cases where the nominated occupation is buttessed by a different buttessing body to the body that buttesses the Recent work Experience occupation, great care must be taken in presenting the the case for the RWE points. I have to say it again sorry, in such cases professional advice can not be recommended too strongly.
