You are correct. As a pre-2005 HECS-HELP student, I still qualify for it (until the end of 2008) and thought, that they will leave that (HECS- HELP) alone for the Permanent Residents to make good use of.

But no! Beginning 2005, just like FEE-HELP, HECS-HELP is no longer available to Permanent Residents.

Both FEE-HELP and HECS-HELP are also available to Permanent Residents who gained it through Humanitarian Visas (which is very few in number).

So now, newly arrived Permanent Residents can look forward to waiting for three and a half years (once the new Citizenship law takes effect, probably in July 2006) when they may become Citizens, before being eligible for FEE-HELP or HECS-HELP.

As I mentioned earlier, the local tuition fees are still high for many to have that amount of cash readily available to complete an undergraduate or a post-graduate degree.

Commonwealth supported places are getting fewer in favour of full-fee paying places, and hence a lot more compebreastive.

This may result in many students who may otherwise be qualified, but because of a lack of funds cannot continue their education. While less qualified students with larger pockets can get their education.
