Remember that MODL can be changed anytime (and DIMIA do change it regularly), so if you want the points you really need to go full steam ahead. Sort out the skill buttessment first.
MODL points can be lost if the MODL is changed before your application is *buttessed*. With priority processing this is less of a risk than it used to be, but the risk is still there. There has been litigation recently and a ruling suggesting that MODL points should be locked in at time of application, but you'd need expert advice from a professional as to whether this has affected DIMIA policy for now.
If you are interested in committing to live for 2 years in SA, WA, Tasmania or Victoria, then look at the state migration websites to see if your skill is on their state shortage list.
If so, then maybe consider the STNI visa which is effectively not points tested However don't look at the information on Send Independent Regional (SIR) unless all other options are exhausted - this visa is not permanent and therefore has significant issues.
