Right - so four children, one in UK, 2 in Australia but only one of them on a permanent visa and yourself. So the Contributory parent visa can not be lodged until you are usually resident. As George says, you may not be considered usually resident if you were just validating your visa but, even if you are staying with your sister for the first few weeks or months, you would be considered usually resident if you were migrating properly on this trip. So you should be looking for a long term rental or buying a house, sorting any kids intoi schools for the new year, opening bank accounts sorting driving licences, registering with Medicare, getting tax file numbers, looking for work etc etc etc. Also evidence of what the situation in the UK would be taken into account if there was ever any question as to whether you were now usually resident in Australia e.g selling of property or long-term rental, selling of cars and other buttets, closing of bank accounts etc etc .
You will not need to get much together for your parents application, a certified copy of your pbuttport and visa and entry stamp, your full birth certificate and marriage certificate and a statement from you that you are now in Australia to settle and are looking for either a place to rent , buying a house, or looking to rent before buying a house. No problem with your address being the same as your sisters. Your other siblings also need to get their full birth certs and other documents together for your parents' application. So it can all be goy ready to lodge the day you arrive in Australia, or soon after, as long as you are happy that you could prove,a couple of months later( if requested) that you are usually resident in Australia.
When your parents get granted their visa, they must validate by the initial entry date stated on the visa, usually 12 months from the date of the earliest of their police or medical clearances.
As posted above, buttuance of support is a separate matter and you may need somebody other than your sponsoring sister if she has sorted the butturance for your visa. Any leave is not relevant to an buttessment for the butturance, it just goes on taxable income as stated in the ATO buttessment advice. So if some maternity leave was unpaid or reduced pay, this may bring her total earnings below the required threshold.
