Counter-intel alert: FBI overwhelmed as 700,000 Chinese visit U.S. annually December 1st, 2005
As President Bush seeks to strengthen ties with China, the U.S. intelligence community is warning of an increase in Chinese espionage.
A counter-intelligence alert warns that China has decided to increase espionage in the United States. The alert said Chinese operatives fill the ranks of trade delegations from Beijing.
In February, the FBI alerted businesses to the prospect of Chinese infiltration. The agency has cited more than 3,200 Chinese front companies in the United States.
China sends about 700,000 nationals, including 135,000 students, to the United States annually. Officials said the FBI simply cannot track them all.
"They are experts in acquiring information and identifying future areas of espionage," an official said on the condition of anonymity. "They don't need much. They just need some access and a camera."
Mr. Bush is in a dilemma, officials said. On the one hand, he recognizes China's threat to America's national security. On the other hand, the president has been under strong pressure to reduce the U.S. trade deficit with Beijing and increase economic links between the two countries.
The intelligence alert said China has sought access to top U.S. companies, particularly in the area of aerospace and software. Officials said Beijing often launches negotiations with U.S. aerospace and other manufacturers as a pretext for briefings and tours of production facilities.

In October, the FBI arrested four Chinese nationals in Los Angeles on charges of seeking to steal U.S. submarine technology. The Chinese were said to have been members of military intelligence.
"They're adept at exploiting front companies, and they also have very capable intelligence services that target U.S. national security secrets," Michelle Van Cleave, the national counterintelligence executive, told the House Judiciary subcommittee on immigration, border security and claims.
"As a former military intelligence officer who has tracked the activities of the People's Liberation Army and Chinese intelligence services for 35 years, I know of no more pervasive and active intelligence threat to America's national security than that posed by the People's Republic of China," Larry Wortzel, a visiting fellow and expert on China, told the Heritage Foundation on Nov. 4. "The workforce available to the Chinese government and its corporations to devote to gathering information in the United States is nearly limitless."
