I would like to throw some light on this topic as the same created some confusion to some of the members.
NOOSR issues guidelines for qualification buttessment purposes.It releases County Education Profiles (CEP) on different countries.CEPs explain what university of a country stands where for qualification buttt purpuses.
For example , I am B.com graduate ,qualified in 2nd Division from X country from 'Abrakadabra' University and applied for qualification buttt as 'Accountant' to CPA. Now CPA would follow NOOSR guidelines to determine whether my B.Com from Abrakadabra university is equvilant to bachelors degree of Australia. Once this step is positively completed then they move on to look at the syllabus covered in my B.Com. This 2nd step they do it according to their(CPA) own guide lines. But in buttessing the 1st criteria CPA follows guide lines of NOOSR stated in CEP for that X country. NOOSR revises CEP on a particular country when they deem it necessary.This is the usual process followed by most of the buttessing authorities.
If my B.Com in 2nd division is equvilant to Bachelors degree in the current CEP on X country , when NOOSR revises this(Abrakadabra Uni) may slip to 1st Division meaning only B.Com in 1st Division from Abrakadabra uni will be equvilant to Bachelors degree of Australia. Then my B.Com may be equvilant to only Diploma in Australia by which I would be failing to meet 1st criteria of CPA.Then CPA would not proceed to look at the syllabus content.
My query in 1st posting in this thread is which guide lines does CPA follow. Guidelines at application date or at decision time which may around 7-8 weeks after lodgement of application.
I wish I clarified enough to seek opinions.
