It is potentially a very burdonsome imposition. The cost of leaving Australia simply to make another application offshore is a needless expense imposed on a spouse and their Australian citizen partner by a DIMIA beurocracy that has little respect for family finances. Sure, if you are rich and can afford a quick family round-trip airticket from Norway to Sydney and have plenty of time on your hands condition 8503 shouldn't be a problem.
I don't believe that the intention is to *move* to Australia...the intention is to check it out and see if living in Australia is better than living in Norway...
DIMIA are now insisting on a stark choice between tourism with no work rights and permanent migration. Why shouldn't an Australian citizen be able to return for a while to Australia and send his kids to High school and let them work? Why should his wife not be allowed to work unless she decides to permanently migrate to Australia? This was the position available under the temporary residence visa until November last year and there was no indication that this had any negative effects on the numbers of people working in Australia.
Doesn't make it a good thing. Also in the UK its a quick trip on the Eurostar accross the border. No major imposition. In Australia the condition imposes a major financial burden - which is a complete waste.
