EVERYONE is a second-clbutt citizen in DIMIA's eyes (I have been saying it's "guilty until proven innocent" system - and for immigration that's not TOO far from how it should be), even worse the HSA (don't get me started on the HSA). However, I have found DIMIA to be relatively painless compared to the USA, and my case officer has been clear, friendly, and considerate.
"Standards too low" in the USA? I worked for an engineering company in the USA, and they had the same problem there that they seem to have here - applicants straight out of school with generic "engineering" study but not any proper study in the skills that are actually in demand and applicable to our company (structural in this case), with no relevant experience, and more importantly very often not able to speak english even on a basic functional level.

These people tend to be "dark". This is due to the way the USA and Australia interacts with India especially and the way the schools are set up there, and not due to the color of their skin. (In other words, it in reality has nothing to do with racism, although obviously I am a little prejudiced - but not because of skin color at all, because of the situation of reality. Hopefully things will change.)
