There is nothing wrong with the SIR visa. The problem is that it comes with restrictions, such as where you able to work and live. This is just for the duration of the SIR, which is for 3 years. However, if you have lived in the specified region for 2 years, and worked there for 1 year, you are able to apply for PR and then the restrictions are lifted.
The problem some people have with it is that they seem to think that they should be allowed access to the best work wherever they want in Australia even though they haven't even got enough points to pbutt the basic DIMIA PR test. Frankly, the SIR should be seen as great opportunity for those with important skills who miss out on a few points because they are not hairdressers or panel beaters or whatever is on the very specific and very limited MODL list.
I agree with JAJ when he suggests you try and exhaust other avenues first, because the SIR is a bit more long-winded, but if you can't get through basic DIMIA PR, if your job is removed from the MODL list at the last minute, if you can't find an employer to sponsor you, and if you can't get a family member to sponsor you, then SIR is a great chance.
SIR is an intelligent way to spread immigrants out across the country and get them settled and in work before applying for PR. It is leagues ahead of the shambolic Canadian system which utterly fails to get immigrants to the Canadian provincial regions as it is contingent on getting a job offer first - something which is nigh-on impossible to do.
