Actually this is something we do with a lot of our clients so it sounds perfectly ok to me - on the LAFHA I understand that some labour hire companies aren't offering it any more and the longstanding draft determination on the topic was withdrawn in October.

So anyone being drawn to Australia on the promise of a LAFHA ought to ensure they've got reasonable taxation advice. I wouldn't expect every labour hire company to have caught up with this change.
