- he must have been *physically* in the UK on the exact day three years previously (the Home Office are strict about this) - it's best to apply while in the UK, however if absolutely necessary you can normally apply just after leaving (provided you have no more than 90 days absence in the last year). - if physically in Australia on the date of application, it *must* be made to the British High Commission in Australia, who will forward it to the Home Office
A citizenship ceremony can be done at a British consular mission in Australia. Like with other applications of this type, it's really not a good idea to leave things to the last minute.

Normally that should not be a problem, but you need to remember that unless you have a visa allowing residence in Australia it's always down to the discretion of the immigration officer.
