Greg's right that it's 70 points minimum. That's clear from the DIMA site, www.immi.gov.au .
The SA website Greg has given you is pretty clear about their requirements including IELTS - you need to show DIMA your work experience but to date the SA government hasn't asked us for employer references for clients. Significantly, the SA government is occasionally asking people to show they've got the funds to settle there.

How do you apply?
1. You must have a copy of your Skills buttessment (and the IELTS Test score, if applicable) before you apply for nomination. 2. Choose the STNI Application Form from the top menu of this site, and follow the instructions to apply on-line and submit your application electronically. 3. At the end of your application on-line, you will be instructed to print out the Fax Cover Sheet. 4. Send the Fax Cover Sheet and Skills buttessment, IELTS Test (if applicable) and your CV to Immigration SA. 4. Once Immigration SA receives ALL the necessary documents, your application will be processed. 5. Immigration SA will make every effort to respond no later than 14 working days after receipt of all the documents. 6. Once you have been successful in receiving a Nomination from SA, you will be sent a letter informing you how to proceed further. You will also be notified in writing if your nomination application is unsuccessful. 7. You will then need to send a copy of the nomination form signed by Immigration SA and your visa application to DIMA direct and meet any outstanding issues such as health and character checks before a decision by DIMA is made.
